I think those clauses should be interpreted as :

   * a successful unlock will always remove the lock altogether
   * if an unlock was successful, there could still be other (shared)  
locks on the
     same resource. So a successful unlock doesn't mean the resource  
is unlocked

I'm going to ask more detail on the w3c-dist-auth mailing list on what  
should happen
in this situation.
