Proposal for extending ne_has_support() function.

Hi all,

   I want to use ne_has_support() to determine whether neon was compiled 
with HAVE_SSPI (has support for NTLM/Negotiate via SSPI).

   Therefeore, I'd like to propose the attached change for the next neon 
release.
