Fix: Win2k & getaddrinfo

Hi all,

  if USE_GETADDRINFO is defined (WIN32 only), neon compiles just fine, 
but resuling library cannot be loaded on Win2k (and only on Win2k) due 
to a missing symbol.

  A fix is attached.
