It works fine with Apache mod_dav, so it looks like this is a problem against the Twisted server only (Darwin Calendar Server).

It doesn't. The cadaver (0.23.3)/OSX example was 0.29.1 (bundled) + 0.9.8k (OSX 10.6.x provided I guess).
