Can you reproduce this from a command-line client?  Can you get debug 
output?  Set the Subversion server config option:

neon-debug-mask = 511

and capture the stderr output from the client; I don't know how to do 
this on Windows/Tortoise, you might be better off asking in a TSVN users 
forum.
