Unfortunately, I am not a C hacker :-( I would have to set up MinGW, all deps and compile neon and subversion. No clue how to do that in Windows. Though I have a running dev env under FreeBSD which won't help.
I guess libneon is in libsvn_ra-1.dll and I would need a recompiled version.
