[PATCH] Build errors on Windows with OpenSSL 1.1.0

Hi,

trying to build Neon 0.30.2 with OpenSSL 1.1.0c as part of building SVN
1.7.22 triggers some build issues. The attached patches solved the
problem for me.

1. neon.mak: adjusted the include-directory, library-directory and
library filenames to the ones which as far as I know are the correct
ones for OpenSSL >= 1.1.0 (obviously the patch lacks backwards
compatibility for OpenSSL < 1.1.0)
2. ne_openssl.c: seems to miss the necessary include to windows.h
(required at least for the HANDLE-type and the
WaitForSingleObject()-function)

I'm not signed up to the mailing list atm and would appreciate to be
