Regarding zlib devel dependency

You need to check it for,
1. Whether sitecopy requires it to build (Build Depends: in Debian/Derivatives)
2. Whether sitecopy requires it to run (Depends: in Debian/Derivatives)

Since, zlib-dev is required package, there is no need to add it in
either list for Debian (Sandro and others, please can correct me, if I
am wrong!)
