reading neon support

Hello,

Fedora rawhide has neon 0.29 now and sitecopy works with neon till
0.28 and there is a requirement in configure.ac around it which
resulted in build failure on rawhide with new neon.

Corresponding bug is https://bugzilla.redhat.com/show_bug.cgi?id=538946

May you confirm whether 0.29 is okay for all functionality? And if no,
any plans to support the latest neon ?
